If you guys make websites for clients, do you make it from scratch or using available cms?

First of all, I'm new here, so I'm sorry if I'm breaking the rules (possibly #6).

My question is as written in the title. So do you build the websites by writing the codes from scratch or using cms? Or does it really depend on the request?
