Blog like calendar

Hello there, first I want to apologize because English isn't my first language so my question could be a little vague/unclear.
I need some help/advice on how to make a blog like calendar.
With this I mean I want to make a website with a login for an admin who can fill in some boxes, submit that information and that information gets posted into an calendar.

Using the page as a reference I want to create an admin page where someone has to input a date, a place and a description. When that admin clicks on submit I want that inputted data to be placed into predefined template which has a box for the date, place and description.

Now I want to start off by building this and in the future I want to add the following:
- When you click the description it redirects to an auto created page with further details about that event.
- When the event is over it gets auto moved from upcoming dates to past dates

I think that you can build a blog using wordpress that does exactly what I described, if not skip all off the wordpress questions and please answer question 3 & 4.

My questions are the following:
1. Can you make something what I described using wordpress?
2. What do I need to know/learn to be able to make this with wordpress?
3. Can I make something like this without using wordpress?
4. What languages/stuff would I need to be able to make this without wordpress?
5. Is it worth the effort learning the above even if I can do this with wordpress?
