Web designers / agencies, do you offer a monthly retainer for maintenance/updates?

I'll be starting a new job soon, and will be putting freelancing on hold for a while. While I was speaking with the CEO of the company during my interview, we were discussing daily routines and he mentioned that almost 80% of their work is strictly updates/adjustments to previous clients projects who are on a retainer. He mentioned that this is their main source of income.

When you are developing a website for a client, do you ever try to get your clients on a monthly retainer for updates? What would you charge for a service as such?

For the past 2 years, I have simply been developing the site, training the end client, and handing the site over and more or less never working on the site again. If I could've had all of my clients paying a small monthly fee for backups, adjustments as needed, I would have my rent paid every month for doing next to nothing.

If you have taken this route, would you mind elaborating on how you bring this up to the client? Should this be discussed before any contracts are signed or is this usually handled at the ending of the project? What do you charge and what services are part of this monthly retainer? What size/types of agencies are more likely to want this?
