How do I have a bar at the bottom of my pages showing recommended articles?

So I want to have a bar at the bottom of each page that will link to relevant articles on my website. (Something like the bottom of this page)

I was thinking that I could just do an iframe link to another document where I put the relevant articles, but it seems like there should be a better way since I usually don't fuck with iframes.

Is there some opensource javascript plugin that accomplishes this, or are there any tutorials on how to implement this easily?
