Help! I want to change design career paths but don’t know how to start

Hey /r/Design.

Posting from a throwaway account because there’s potential that one of my co-workers is onto me.

Anyway, I’m currently a packaging designer in NYC for a company that does wholesale manufacturing goods with 3 years experience. While I do enjoy graphic and package design, this is not what I went to school for. If you’ve ever worked with a manufacturing goods company (at least for the past two companies I have worked for) - you might notice you will be asked to make high-volume, mediocre designs (read: “the client knows best, design it to their liking so we can make the sale!!1”). I have yet to have a design I can call my own and be proud of.

Long story short, I am unhappy at my current position. I’m not making the conclusion that all packaging design jobs are crappy, but I do want to experience new potentials and mediums.

What I am thinking of doing is finding a place that allows me to be me. I love bright, bold in your face designs, funky, crazy cool colors and illustrations, interactive stuff, etc. I really want to get into some sort of digital design, like making website elements, email blasts, etc. But I have very little professional experience with html/css, motion graphics (but it's been a while). How do I start? I will do everything in my power to get myself out of this miserable situation, but my resources are somewhat limited. :/

Despite my experience, should I apply to entry level/junior digital designer positions? Should I do personal projects instead?

Thank you so much. I appreciate all the help and suggestions I can get!
