How should web design agencies present content to clients throughout the creation process?

We work in a somewhat agile environment and follow these steps when making clients’ sites: (1) developing written content and color schemes (2) template / framework selection and wireframes (3) putting content into the framework; however, seeing approved content + approved design always throws the client off
