Does anyone know a way to get cheaper access to a published economic study?

TL;DR: I wanted to read this study on specialized design services market because I need statistics for a business plan but I can't really afford to buy access.

And I don't mean like just pirate the thing, just if someone know how I can get access to it cheaper that it might get low enough so I can afford it.

Also it'd be cool if we could license it so everyone in the subreddit could read it, even if I bought it I'd use it just once.
