My hyperlink formatting is all mixed up, help!

MS Expression (Front Page) - Properties - Hyperlink - I selected black for all. But when viewing the site, some links change color after being visited, some don't. Some remove the underline when hovered, some don't. How to edit this easily ie using the program and not code?
