Anyone have any good resources on how to design a nice looking website?

I use Bootstrap.

I know HTML, CSS, Photoshop and I can make a basic looking website but it's not gonna blow your socks off. I really want to improve my design skills.

How to design a site like this or this or any of the sites you see on awwwards.

Basically, I would like to know how to do * fancy animation effects * transition effects * nice color schemes * nice page layouts * nice responsive menu

Are there any sites that teach all of these things?
