Prior experience:

VERY minor experience with HTML when I was younger.

Recent experience with basic 'C' programming, up to about stack/queues/ link lists etc. Not much practical knowledge.
So as you can see, I'm pretty close to the bottom, but I am able to grasp concepts relatively quickly, so learning new things shouldn't be an issue.
What I need help with is guidance. I would like to know the fastest/ most efficient learning route to becoming an actual web developer/designer.
I was thinking about a simple personal art portfolio website as a first project (if that is feasible, when I get more experience). But my end goal is to be able to make some decent money off of it.
Help me out?
