Question: How to go about making documentation for a webproject

Hello internet, I'm a last year student in interactive design doing an internship abroad. My last assignment for this pretty big web project is to make a "Clearly described & complete documentation intended for the end user and a clearly described & complete documentation intended for the designer" It may be because English is not my native language, but I find this a pretty vague description... Should I put <!-- comments --> in my code, or should I write pages on and on about what my code does?
