What's the main difference between a responsive website and an app - layout wise?

I have a University assignment that requires making an application, but I've kind of dug myself into a hole where my application is basically going to be a website on a phone. I've already designed storyboards and stuff, and I can probably dig myself out of this 'hole' but the rationale would probably have to be huge, but my question is, what are the main differences one can expect?
