Assistance with ID Card Printing

Hi, I am looking for some help in finding an online program that would be quick and efficient to save a heap of time on a project I am currently working on.

Some friends and I are currently looking into getting some ID cards made up for our Bowls club (which has over 700 members) but the idea is that the ID cards would be printed to look like the old 1980s Baseball Cards (with team name and member name)

What I need is an online program that would allow me to upload a filter (similar to a snapchat overlay filter) for the ID card.

The member would then enter their team name, player name and team colours. Then they would upload a photo of themselves and the filter (along with the updated credentials) would sit right on top.

It only takes about 15 minutes to do 1, but with over 700 members and set to increase next season - I really don't want to waste a heap of time going through each individual player.

Does anyone have any ideas on how I could save time?
