Difference between developer handoff tools and design handoff tools?

I'm new to the world of digital product design and trying to better understand the tools that exist. Would really appreciate an explanation of the difference (if any) between developer handoff tools and design handoff tools. Some examples of each would be extremely helpful. Thank you!!
