What do you consider to be the freelancer sites with the consistently highest portfolio quality -- independents who are at the top of their field?

I'm going to be in a position to augment our crew with some freelance designers (mostly web) in the next month and I'm hoping there are some portfolio/freelancing sites that attract, for whatever reason people who are the cream of the crop.
