Do most people use Adobe InDesign/Photoshop without Adobe Stock?

So I just got a new job providing administrative support for an organization that trains firefighters. Long story short, our facility is housed physically (and funded partially) through a college. I was PUMPED because I'm a pretty broke person generally and I've been using Canva as my primary graphic design tool, but now, with my new job, I have access to InDesign, Photoshop, and like 21 other Adobe apps through the college. O glorious day!!! 

But....... the college doesn't cover Adobe Stock. So if I want to use InDesign to make newsletters and stuff, I have to start from scratch with a blank white slate, instead of having access to any templates. 

Am I missing something really obvious? Am I just lazy? I was under the impression that scrolling through and choosing a gorgeous template to get started was a big part of the appeal of these fancy tools. When people are making flyers and posters and stuff for work events (this is going to be a huge part of my job) are they really starting from scratch every time, using none of the beautiful templates????  

I feel like I just got a new toy but the "batteries are sold separately" so I can't actually use it.... I didn't even realize you could HAVE a subscription to the creative cloud suite WITHOUT Stock. 

TLDR: basically I'm young and dumb and poor and lost, send help
