Having a strange issue with what I THINK is :focus?

I have a little project I'm working on and I have ran into an issue that is beyond frustrating, and I can't figure it out. I've tried everything i've thought it was related to, but nothing I do makes any difference.

The site I'm working on is experience partial-ghost underlines on links, upon returning to the site from following the link. I think this has to do with the :focus pseudo-class, but nothing I try to modify for the styling is stopping it from happening!

Here is my current and final attempt at fixing it in code (Sass) (super sloppy literally have just been trying to hack it until it works but that isn't going to happen I've finally admitted to myself). There have been countless other iterations of this that have also done nothing towards solving the issue.

.social-media-list li { display: inline; padding: 0 10px 0 0; &a { &:hover, &:focus, &:active, &:visited { text-decoration: none; outline-style: none; } } } 

Any idea what is causing this or how to get it to stop?
