How to start making money as a graphic designer when there are no free job positions in my city?

I'm from a small east European city and at the moment there's not a chance to get a job like this, I also don't want to move to a bigger city now. I was studying graphic design for 4 years, then I had a 2 years pause after school (I wanted to do something else) and now I'm back to it again, I just have no idea how to make money from home (I can't code)
