Why aren't Adobe CC versions backwards compatible to other CC versions?

I'm really just curious why files created in CC17 cannot be opened in CC16 (at least for InDesign)?

Basically, I created documents in ID 2017 which now my team is unable to open because they haven't updated it yet. Yes, everyone has the subscription but our IT department has pretty tight controls over what can and cannot be installed which requires them to input administrator password to run the updates (they have to physically be there to input them - don't ask). I had them run the update last week because ID became unstable and wouldn't open.

Not really upvote worthy, I'm just genuinely curious why and hope it extends beyond just bolstering their new license model.
