Is there an iOS app that has a downloadable font book and can support text editing similarly to Photoshop?

The iOS version(s) of photoshop unfortunately don’t support the text side. Id just need to be able to download online fonts, and have some of the photoshop functionality (layers, adjust font height/width/spacing, etc).
