Question for users on /r/web_design regarding popups

I recently saw a reply to a thread that said something along the lines of "as soon as I see a popup on a website, I leave".

My question is, is this a popular opinion? I was considering implementing a subtle notification style popup in the bottom right corner of my website. Whenever there's a new blog post, this notification would fade in when the user visits the website. It would then disappear after a few seconds and would only appear once.

Good idea or bad? Should I just let the user find the new blog by themselves?

Any suggestions/opinions would be greatly appreciated!
