[CRITIQUE] Suspension Shoe Rack

Hello everybody. I need advice on this shoe rack design before I begin building it. The premise of this design is a simple shoe rack/bench stabilized through steel wire tension. The top board is placed across a concrete wedge and sits on the apex like a see-saw. The middle board is simply slid through a slot in the concrete wedge. The bottom board is placed underneath the concrete wedge. The top board is "balanced" by being connected to the bottom board with tight steel cables. The cables go through holes in the middle board without actually touching it. I have the following questions:

  1. Is this a stable design? I have not studied physics or structural engineering and have not designed a lot of furniture.

  2. Are their any fundamental design flaws? I plan to build a small scale version to test it out, but have not yet done so.
