If a client doesn't like the work, are they entitled not to pay?

Serious question.

I logged quite a few hours on a job with a client, we had an email contract stating how many hours I predict and the amount of money due for each segment.

After working with the client for about a month and going back and forth on many, many design iterations, they said that I'm a bad designer essentially and didn't want to work together anymore. That's fine, okay.

So I send my hours I tallied up, and I get told that since they didn't like the work, they shouldn't have to pay.

What do you do in this situation? The job was never finished (about 60% done) but I still did a lot of work on my end.
