[Help] What are the best platforms to hire freelancers designers?

I work for a company which is trying to create a specific project and needs to hire a designer/illustrator. I am using Upwork for recruitment, since is the platform I use for freelancer writers, but for this task specifically Upwork seems rather underwhelming and all the candidates presented do not match our criteria. So, which platforms should I consult to hire freelancer designers or illustrators? I tried Dribble but it asks for 299dollars just to put a job ad. Anyway, if you are a designer/illustrator who is working on a freelance basis and are interested in a project with a highly negotiable hourly rate just PM please. If not, just please tell me which platforms you use to find jobs online and which ones you find more trustworthy. Thank you, have a nice day.
