I started freelancing about 4 years ago and at that point of time, I had no problem finding clients from Dribbble [1]. I started off with designing iOS apps in iOS 7 style (which was pretty recent at that time) and it worked very well.
After a gap of about a year and a half, I am contemplating freelancing again but I'm having a hard time finding clients. I even tried creating an account on Upwork but freelancers over there work for so cheap that my bids generally get ignored.
So how do you find good clients who value quality more than anything?
