I have a serious question

Hello.. I'm a designer I've dropped a couple different shirts that have sold out and I'm looking into the future knowing that I will want to do a collection in the future and have a serious question. Do brands use the same color palettes when making designs or are they different variations of colors each time.

For example if someone made a design with a royal blue graphic on it, then made a design next year with a royal blue color lettering on it, should it be the EXACT same color code of royal blue?
