Commercial use explanation?

Hi guys. As the title says, I find this 'commercial use' a bit missleading.

I found some free vector resources amd it is written 'licensed free for both personal and commercial use. You can modify our work without asking for permision' , etc.

All good and then at the bottom of the text it says : you can't modify and sell/resell our work to someone, etc..

But they just said it's free for commercial use too and that i can modify the work without asking for permision. Help me? What do i miss??
