Creating consistent pages throughout site (PHP)

I am designing a simple website for a project my friend and I are working on. It has been a long time, but the last time I made a site using PHP I had to come up with a way to keep the design/layout consistent.

I did this by using CSS and a set of functions that were run on every page. I am just curious if there is a better way of doing this or was I on the right track in the past? I included a sample of what I mean below.

createHeader(); //this would start the <html>, include the CSS files, and start the body (adding the logo and main navigation)
