How would I make a dotted vector map of the UK?

I want to remake that. However, I want full control over how big and how far apart the dots are from one another. I need an extremely dense matrix. Purchasing one isn't ideal for me because I need the control to do it myself.

How would I do this in Illustrator? I've already got a solid UK map to work from, but no idea how I'd convert it to dots.
