Why do I have to publish color themes to use them in Adobe Illustrator?

I don't understand why we can't use private themes. Sometimes, I don't want to create my themes from scratch. I'd rather just save the theme and not republish it. I really don't feel comfortable publishing other people's themes. Even without copyright, it's stealing and it just feels wrong.
