Difference between app design and webpage for mobile phone?

Often you see apps being designed very differently and much more dynamically. Being focussed on a lot of transitions on touch etc.

But you don't see mobile version of websites doing this. Why is this?

Would't you be able to do stuff like this on webpages for mobile too?
