Making a DIY "The Office" themed version of Ticket to Ride (Ticket to Scranton). Any software/app recommendations for designing the map?

I've been using Canva to design the cards and carving the little trains out of balsa wood. But the god damn MAP is killing me. There has to be a better tool designed for this kind of thing.

Any help would be so appreciated! It's a Christmas gift for my partner and I've poured hours into it already.
