does anyone have a basic responsive navigation menu for use? or direct me to one so I can adjust it

Hi, I have a navigation menu bar, but I realized it isn't responsive, so it doesn't work well on other devices. It doesn't change size based on screen and the drop down isn't recognized either. All the common problems, LOL. I was wondering if you need to have javascript or you can have just html and css.

Can one of you direct me to a code I can use? I will just play around with settings to make it partially transparent.
