Referring to this sort of lens-flare-with-transparency-at-either-end-small-delicate-lines-throughout effect behind the text here:

I see this effect often but I cannot find a name for it and so my effectiveness at googling for it has been hindered.

What is the name of this effect and, most importantly, how is it done? Photoshop? Illustrator?
