How do I achieve this effect in After Effects?

I'm trying to achieve this effect: https://imgur.com/a/GqjxA

I basically want to extend the stem of the R and be able to animate it so that it looks like it's "raining". I know in Illustrator you have to convert it to outlines and then you can extend parts of letters, but I'm having trouble doing it on here.

If anyone has any suggestions or can point me in the direction of a tutorial I'd really appreciate it!
