Do you attend or run good practice/knowledge sharing sessions at your workplace? And how do you make them successful/worthwhile?

At work we've been running quarterly sessions for the design team to share anything that interests them from the design/visual world. This extends to new work they come across, any personal projects they're working on, or any new software features they've discovered. Anything design related really.

The sessions have been met with a mixed response, and there are 2 people who never contribute citing not having time to find anything. This excuse particularly irks me as they do not need to go far to find something worthwhile to bring to the table: it could be a new billboard poster they simply walked past on the way to work that caught their eye.

I've discussed with a colleague how to take the sessions forward and encourage contributions. Adding more structure (running order, alloted time for each person) and creating a 'manifesto' (aims of the session) are being considered.

I was wondering if anyone does something similar and how they maintain an interesting and engaging atmosphere.
