Advice regarding PS's save for web images + using preloader script on images?

Hey everyone, I'm wondering what your take is on saving images for web. We ran our website through google's speed page insights recently and that is our biggest fix to look into. I think this is very important, but my colleague really doesn't want to loose any image quality. She wants to save for web at maximum quality even though it's hardly saving any space. Actually, I ran a photoshop action to the original folder and it somehow added mb memory to the folder (??!). Has this happened to anyone? Also, instead of wanting to resize the images that much, she would rather add pre-loader script to the more important images. I just wanted to know your thoughts on this? Does this sound like the best method to go about something like this. Thanks in advance!
