Hello guys.
If you go to http://operator.com, you will see text bubbles in the second section if you scroll down. I have created the text bubbles in my test environment but I don't know how to make them start popping out after I've scrolled down to that section. Is it jQuery or just CSS3? Can anyone please direct me to how to achieve this effect?
