Looking for help with creating a Design Guideline

I'm a front-end developer who is looking for any type of good resource(s) for creating a web Design Guideline. My company, which does have good corporate branding guidelines for print, has recently added me to a project but does not have good web guidelines outside of brand colors.

As such, if anyone could provide any good blogs or resources for creating a design guideline which could help dictate design of the entire platform, that would be really terrific.

Ideally I'd like to create a guideline which benefits both developers and designers with pre-described standards such as gutter size, line-height, font-spacing, etc.

Also, would something along the lines of coding standards such as using SASS instead of CSS, or using BEM as a naming convention belong in Design Guidelines, or should they be placed somewhere else?

I'm new to creating standards so any advice would be very much appreciated!
