It appears people don't think highly of the contest model (99designs, etc.). How does one find a singular designer in a better way?

I'm looking for some design work and a friend suggested 99designs. I started reading through this sub and saw that people are not very high on this approach. Many people suggested that one hire a singular designer instead of going through a site like that.

How would one find a singular designer? Are there different sites to use that are more in-line with a model that is viewed favorably within the design community?

I'd like to find somebody to hire through a model that's viewed positively on all sides.
