Will I run into legal issues if I use the little Pacman monsters in an app I'm creating?

I'm not creating a game, but I found vectors of the Pacman monsters on a site and I'm wondering if I will run into issues legally? Surely not if people are creating these vectors for that site in the first place? I could also create the vector myself but I don't think that would make a difference?
