What browsers do you support when creating a new website?

I am just about to finish my first website built from scratch using HTML5, CSS3 and jQuery, but there are some problems in IE7 and IE8.

Since the website is written using new technologies, I am thinking that it would be not effective now to spend my time and make everything work on older technologies.

Is it normal to just not show the contents of the website for those who use outdated browsers? What versions of browsers you support when you make new websites?
