Where would be a good place to search for quality designers

I need to find a designer that actually knows how to design their own work ie uses their own Icons and graphics for simple T-Shirt design concepts and is very familiar with US Trademark and Copyright laws. This would be a long term project of creating a bunch of different designs. I would give them a very fair price to help me scale up my business

What I don't want is someone like Fiverr that basically uses google images or stuff from pixabay that could get me in trouble
