Need Assistance with what Tools to Use

I desire to make a website with a particular use. I want users to be able to create groups. They create groups by answering specific questions, for example, demographic information (A man would select "Male". So a man would be put into a group with other men. That is not my intention, just an example). Essentially, I would assume it would be a database, by definition. I have a Cliff Notes knowledge on most of the things I assume would be involved.
