Customer wants me to make a warranty submit form, where do I begin?

I have a customer who wants me to make a warranty submission form using WordPress, however I don't know where to begin. The info listed before is what he wants me to do. Any suggestions what I can do to accomplish this task?

I'm able to make the complete Website for him, however the warranty forum is what I'm having issues with, I don't want to lose a customer because of one task.

When a warranty is submitted, we want a page (only accessible by admin) that tracks “open” warranty calls and sorts them (‘open’ vs ‘closed’)
