Hi! I've made a design for a new portfolio. I want the portfolio to be responsive. I don't quite know how to do this.

The idea is that it's a long website, where each menu item scrolls to the right section. The top menu bar sticks to the screen. It has to be responsive for tablets and smartphones.
How do I cut out this design in favor of responsiveness? The dashed lines outside of the artboard need to be included in the website too, and the end of that line needs to end at the edge of the browser.
