What is meant by "universal file formats"?

I just wanted to know what that means. I paid a designer to create a logo for my freelancing business, and in his proposal he wrote that I would receive "universal file formats". I mistakenly assumed this meant the editable vectors or whatever they're called, for Illustrator or whatever. However, he only sent me a JPG and a PDF, then said he could send me the other source files for additional cash, otherwise he deletes them.

Is this standard practice? Thank you.
