ELI5: What is a framework?

To me, coding is just simply making a website or something using HTML, CSS, JavaScript, PHP etc.

Most job applications I look at are asking me to be familiar with certain frameworks, but what actually is a framework? I get that it's "a framework used to design web applications” but like...how?

How is it used to design web applications? What does a framework look like? What IS a framework? I really don't understand it, at all.
