What's are your thoughts about copying framework from other sites? (legally and morally)

There's definitely sites where I really like the framework to the point of wanting to copy them.

Sadly, I'm not a strong enough programmer to know how to look at the code and recreate it myself. (hint: how would one do that?)

Is copying sites layouts/framework something that's often done and is this legally/morally acceptable in today's internet?
