How: Web design for a little as £249?

So here I am, just casually scrolling down my twitter feed, and I see a web design company based in the uk offering complete(?) ecommerce websites for as low as £249 and logo packages for around £30. (However they do have some fairly interesting infographics even if not a single one of them has been produced by them)

Can anyone tell me how on earth they can charge so little when every other designer I know is charging at least £800. My assumption is they are rushing out the same website time and time again with only minor differences.

Another possibility is that this is just an entry price and if you actually want anything decent you have to pay for all the other options not included in the entry package.

Just curious on what you guy's thoughts on this are?
